This is the collar that sits inside the crank oil seal on the right hand side of the engine, behind the primary gear.
This should be replaced occasionally because grooves can wear in the collar and let gearbox oil into the crankcase. We have also seen them rust under the chrome and wear the oil seal within hours. So inspect and if it looks dodgy replace
